Soil Swap

Straight answers

Permits, pay, ponds, and O. Reg. 406/19 excess soil. Nothing here is a rate or a certification.

Who gets paid to receive soil?

Landowners and other receiving sites earn income when clean soil is placed on their land under a permit. What you earn is written into an agreement for that site. Soil Swap does not publish a rate.

Can contractors save on excess soil disposal in Ontario?

That is the other side of the swap. We match soil, granular, and other material with a local home, a site that needs it. That can cost less than disposal. Whether it does depends on distance, the permit, and the material. We do not advertise a saving.

Do you take clay, gravel, or sand for free?

When we can use it, we assess, dig, and haul clay, gravel, or sand at no cost to the owner. We do not take contaminated soil, waste, or mixed debris.

Do you dig ponds?

If the soils are useful to us, we dig a farm or recreational pond for the cost of the work. A municipality or conservation authority may have to approve it. We do not promise a permit.

How does O. Reg. 406/19 excess soil come into it?

Some projects must sample excess soil and file a notice on the Excess Soil Registry, which RPRA operates. Soil Swap coordinates sampling and helps with that filing when the rule applies. A qualified person still signs what the regulation assigns to a qualified person. Not every load has to be filed. We do not claim a certification.

Where do you place fill?

Ontario, the GTA, and Durham. Vasq Ltd. works across Ontario.

What soil quality can you place?

We can work with soil from Table 1 through Table 3.1 of the Excess Soil Quality Standards under O. Reg. 406/19. Table 1 is the full-depth background standard. The Rules say it contains the same standards as Table 1 under O. Reg. 153/04, with notes on leachate analysis. Table 2.1 is the volume-independent full-depth potable standard. Table 3.1 is the volume-independent full-depth non-potable standard. The reuse site and a qualified person still decide if a load fits.

Do you take mulch, asphalt grindings, or stone?

Yes, as a match. Organics such as mulch, straw, topsoil, compost, firewood, and brush; granular and asphalt grindings; and stone, rock, or broken concrete where the rules allow. Call or text and say whether you have it or need it. Some of those materials are excess soil. Firewood movement can be limited by federal plant-pest rules. We say which rule applies, and only where we can point at it.
