Stone and rock
Armour stone, field stone, and rock
Old armour stone, field stone, and similar rock are worth matching before they are broken up or buried. Broken concrete is a separate question, and only some of it has a reuse path in the excess soil rules.

I need it

What the Ontario rules actually say
Concrete at a reuse depot
O. Reg. 406/19, section 7, allows waste concrete that does not include rebar or polyvinyl chloride at an aggregate reuse depot, along with waste asphalt pavement, waste brick with no lead paint, and the other materials that subsection lists. The depot exemption is for producing recycled engineered aggregate to meet a realistic market demand. Concrete with rebar is outside that list.
Final placement
Section 5.7 says that recycled engineered aggregate, including those listed wastes, is not designated as waste on final placement only when the direct-haul, Soil Rules, and beneficial-purpose tests in that section are met.
Crushed rock at the dig
Section 6 deals with excavated soil or excavated crushed rock processed at the project area. Some listed methods, such as size-based sorting, do not by themselves make it waste. Other processing can. This is not a free pass to crush and haul anything.
Armour stone and field stone
O. Reg. 406/19 does not set a separate table for clean armour stone or field stone. If the load is soil with rock in it, the excess soil rules can apply. If it is construction or demolition waste, Reg. 347 can apply. We sort that on the call before we book a truck.
